Issue details

• I am getting black screens on the dashboard and in the Operate view when sending a pre-encoded video to the Formant agent via the Agent SDK.
• When I configure the teleop stream with encoding enabled I do get images, but they seem to come out of order and glitchy with green screens. I'll see the timestamp jump back a few seconds and jitter between timestamps.

Troubleshooting steps

When trying to ingest pre-encoded video via the Agent SDK, ensure the following:

• Video is encoded in the baseline profile.
• Start by using a standard resolution, where height and width are even numbers.
• Make sure the video being sent is of a constant, not variable, bitrate.
