Difference in video quality between telemetry and teleoperation

Q: Why is the video quality in telemetry significantly better than what we see during teleop live stream?

The variance in quality between the telemetry video and the teleop live stream can be attributed to either bandwidth constraints dropping frames or a configuration difference where the telemetry stream is set up as an image, which might allow for higher quality uploads in the background. If both the telemetry and teleop streams use the same encoder with encoding enabled (i.e they are both video streams), they should, in theory, have comparable quality unless it is bandwidth affected.
